Florence City Council's Tuesday, Aug. 11, business meeting was canceled after the city determined it would not have enough members present to conduct official business.
No votes were taken. The cancellation delays final action on a fenced playground for children with autism and a commercial truck lot that residents and businesses have been tracking for weeks.
The city posted a cancellation notice citing "a lack of a quorum," meaning fewer than four of the six council members were present. Under Kentucky law, a majority of members must attend for a city council to act.
What was on the agenda
Three items needed second-reading votes Tuesday to take effect:
- Ordinance O-19-2026: A concept development plan for Already Autism Health, an Applied Behavior Analysis therapy provider at 7627 Ewing Blvd., to build a fenced playground for children with special needs in its front yard.
- Ordinance O-20-2026: A plan for Mackenzie and Paige Logistics (M&P Logistics) to develop a 1.7-acre commercial parking area along the east side of I-71/75, between Tanners Gate Lane and Tanners Lane, for 21 box trucks, 21 semi-tractors and 50 passenger vehicles. The council approved a Kentucky Business Investment incentive for M&P Logistics in May 2024 tied to 120 new full-time jobs in Florence.
- Municipal Order MO-17-2026: A lease agreement authorizing Mayor Julie M. Aubuchon to enter into an agreement between the city and Boone County.
All three passed first readings at the July 28 business meeting. The Boone County Planning Commission had recommended approval of both the playground and truck lot plans, as we reported Aug. 10.
What happens next
The city's notice states all agenda items will move to the next regularly scheduled council meeting. The Aug. 11 agenda lists the next meeting as a Caucus Meeting on Aug. 18, at 6 p.m. at the Florence Government Center, 8100 Ewing Blvd. A separate Business Meeting for a public hearing on proposed 2026 property tax rates is also scheduled that evening at 5:30 p.m., according to NKyTribune. It is not yet clear which Aug. 18 meeting will carry the rescheduled votes.
The proposed real property tax rate is $0.187 per $100 of assessed valuation, expected to generate about $7 million. The city has said the overall rate paid by Florence property owners would be lower than in 2025 if approved, due to a proposed reduction in the Special Assessment for Hazardous Employees Retirement.
The city did not name which council members were absent or explain why quorum was not met. Neither Mayor Aubuchon's office nor any council member has commented publicly on the cancellation.
