Residents of Topaz Trace Court and Emerald Falls Court in the Rivers Pointe Subdivision can now legally drive golf carts on their streets after the Boone County Fiscal Court voted 3-0 on Aug. 11 to adopt Ordinance 2026-12 on second and final reading.

The measure takes effect immediately.

Judge-Executive Gary W. Moore, Commissioner Cathy H. Flaig and Commissioner Jesse A. Brewer all voted yes. Moore signed the ordinance, which adds the two cul-de-sacs to the county's master schedule of designated golf cart roadways under Kentucky's KRS 189.286. Fiscal Court Clerk Shona Schulkers attested the document.

The ordinance is the 11th amendment to the original golf cart measure, Ordinance 2019-17, which the court first enacted in July 2019. Rivers Pointe's golf cart network has expanded steadily as new streets are built out, with the most recent prior addition approved in April 2025.

County Engineer Rob Franxman presented the first reading at the court's July 28, meeting in Burlington, telling commissioners that an application had been received requesting the two streets and that the county's Traffic Safety Committee had approved both. No one spoke on the item.

As we reported July 30, the court gave the ordinance first reading at that same July 28 session alongside a separate rezoning vote on East Bend Road.

Franxman, who received a retirement proclamation at the July 28 meeting after years as county engineer and assistant county administrator, may have already left his post by the Aug. 11 vote. The county has not yet posted minutes from the Aug. 11 session.

The broader question of golf cart and e-bike regulations elsewhere in Boone County remains open. At the July 28 meeting, resident Bob Cicero asked the court about golf cart, motorized scooter and e-bike rules in the Pleasant Valley Meadows subdivision. Moore said internal discussions were underway, with a presentation to the court expected at a future caucus meeting.

The next Boone County Fiscal Court meeting is expected Aug. 27.
