A Boone County family got the green light to split their land near Rabbit Hash Road so their son can build a home, and commissioners moved forward on extending water service along Turner Road. Both actions came at the Boone County Fiscal Court's Tuesday, July 14 meeting in Burlington.
Mynhier rezoning passes unanimously
Zoning Services Planner Lauren Elliott presented a request from Kirby and Charmaine Mynhier to rezone a 5-acre parcel south of Rabbit Hash Road. The couple wants to carve off 2 acres for their son to build a house.
The Boone County Planning and Zoning Commission had already recommended approval on a 12-0 vote. Fiscal Court commissioners agreed unanimously.
Commissioners then heard the first reading of an ordinance to formally change the parcel's designation from A-1 (Agriculture) to RSE (Rural Suburban Estates). A second reading is required before the rezoning becomes final.
Turner Road water main gets go-ahead
Commissioners approved a resolution authorizing construction of the remaining 1,900 feet of water main on Turner Road as part of the county's Rural Water 3.2 project.
That project is part of a larger Rural Water Phase 3 program the Fiscal Court awarded to Rector Excavating, Inc. in March 2026 for $3,625,546. The contract covers 13 miles of new water lines along Chambers Road, Turner Road, Sullivan and Baker roads, Daniel's Lane, Kelly Road, Klotz Lane, and Castlewood Lane, according to Boone County Fiscal Court minutes. The winning bid came in 6% below the engineer's estimate.
The Turner Road resolution clears the way for the final stretch of that segment to be built.
Coroner agreement pulled from agenda
A proposed resolution outlining an agreement between the Fiscal Court and the Boone County Coroner on handling remains of unidentified and unclaimed individuals was removed from the July 14 agenda. Judge-Executive Gary Moore's administration pulled the item so it could be reworked, according to NKyTribune reporter Patricia A. Scheyer.
No timeline for when the revised agreement will return to commissioners was provided.

The Mynhier rezoning ordinance needs a second reading at a future Fiscal Court meeting before it takes effect. Construction timelines for the Turner Road water main extension were not specified in public records reviewed for this report.
