A 37-acre stretch along North Bend Road could shift to denser residential development after the Boone County Fiscal Court gave first reading Aug. 11, to a rezoning requested by the Drees Company.
The court also advanced a 10-year tax credit for KOI Superior Walls' new Burlington manufacturing plant, setting up final votes on both ordinances at its next meeting.
North Bend Road rezoning
Ordinance 2026-14 would change the zoning on approximately 37 acres along the west side of North Bend Road, between Overlook Drive and Barbara Drive, from Suburban Residential Two (SR-2) to Suburban Residential Three (SR-3). The parcel is addressed as 2715 Overlook Drive.
SR-3 is a higher-density residential district than SR-2 and requires a Concept Development Plan before construction can proceed. The Boone County Planning Commission held a public hearing on the request and recommended approval with conditions, which are incorporated into the ordinance.
The property owners are the Goodridge Family Partnership, Gwen Vice and Nancy Akins. Drees Company, a homebuilder active across the region, filed the rezoning application. The project is separate from the Drees development in Union that the city commission approved in July.
Judge/Executive Gary W. Moore signed the ordinance. The Aug. 11 meeting minutes have not been published, so no vote tally or public comment record is available yet.
KOI Superior Walls tax credit
Ordinance 2026-13.pdf?t=202608121018270) would refund 50% of the county's occupational license fees collected on new KOI Superior Walls employees for 10 years. The company is investing $2.4 million in a manufacturing facility at 1640 Distribution Drive in Burlington and expects to create 73 full-time jobs paying an average of $44.86 per hour.
That is a significant public subsidy.
KOI Superior Walls, a sister company of KOI Precast Concrete, which has operated in Boone County since 1987, broke ground in August 2024 and held a ribbon-cutting July 29. At that ceremony, Moore said the project "brings new jobs, supports the regional building industry and reinforces Boone County as a place where companies innovate, invest, expand and succeed," according to BE NKY.
The state's Kentucky Economic Development Finance Authority gave preliminary approval to KOI's application under the Kentucky Business Investment Program in April 2024. Moore indicated his support for the local credit that same month.
What's next
Both ordinances need a second reading before they take effect. The Fiscal Court's next regular meeting is Aug. 27 at 5:30 p.m. at the Boone County Administration Building, 2950 Washington Street in Burlington. Residents can attend or contact their commissioner before the vote.
